Communications AIDS Project (CAP)
In 2002 the CAP project was set up by the Government to fund Information, Communication & Technology (ICT) equipment for children with special education needs (SEN) up to the age of 19 years.
Prior to CAP the National Blind Children Society (NBCS) offered grants to assist parents to purchase equipment recommended by either their child’s school or specialist support worker. However, with Government money available, NBCS scaled down grant provision for ICT equipment but continued to support the child who fell outside the CAP criteria.
NBCS are facing the dilemma of the CAP Project ceasing on 31st March 2006, therefore, it will leave not only a huge gap in the funding of specialist equipment but also the vital assessment process required to ensure the child has the most suitable equipment to suit his/her individual needs. NBCS want children with a visual impairment to have the same opportunities in the home and school or college as their sighted peers.
This now leaves it to NBCS to find the money required for the specialist equipment needed by children with a visual impairment throughout the UK. In 2005 NBCS needed £19,129.00 to use with CAP monies to help with specialist equipment. This year, without CAP, NBCS will have to raise approximately £240,000.00. The way forward for NBCS is to apply to Trusts, Foundations and Organisations asking for help in building a Nest Egg. This will enable children in need of specialist equipment to receive help NOW and not have to wait for the money to be raised before the required equipment is forthcoming. Some children have to wait months and we feel this is total unacceptable. NBCS are determined to give the help needed by supplying what is required and hope that you will see how vital your financial help is.
