<p>National Blind Children&rsquo;s Society (NBCS) and Guide Dogs have officially joined forces to improve the services available for children and young people with sight loss.</p>
<p>From April 29, NBCS became a subsidiary of Guide Dogs. The two charities had already been working together, combining expertise to deliver the successful Movement Matters programme to support parents of children who are blind or partially sighted.</p>
<p>This programme led us to sign a Memorandum of Understanding in July 2012. Since then we have grown closer together and this development is a result of our closely shared vision for children and young people.</p>

<p>Deborah Gilden PhD, from the Smith-Kettlewell Eye Research Institute in San Francisco, USA, will be presenting the workshop assisted by Damijan Goljat BSc, IT Manager at vision4children which is based at the Alder Hey Children&rsquo;s Hospital in Liverpool.</p>
<p>The workshop runs from 10am to 4pm on Friday 2 August at Hope University, Hope Park, Liverpool L16 9JD. Topics covered include using Microsoft Office applications and Windows and internet access. Computers will be provided.</p>

Buying the right equipment can be vital, but it can also be a time-consuming and complicated task. <p>It is available exclusively to NBCS on various Sundays from 11.30am to 12.30pm throughout the year for families of children with visual impairment, including any sighted brothers and sisters.</p>
<p>Come and join us, at no charge, for safe, soft play and the chance to socialise with other families, using the special equipment, a slide, ball pool, hammock, bubble tubes, water bed and lots of interactive tactile toys all within a specialist lighting environment.</p>

<p>At the age of only 15, and in spite of being visually impaired from birth, Johnathon Swann has won a prestigious magazine photography competition.</p>
<p>Johnathon, who lives in Fareham, Hampshire, was chosen as winner of the David Rose-Massom Young Photographer of the Year 2012 in the Southampton-based Solent Life magazine before the judges knew about his eye condition.</p>
<p>The competition&rsquo;s sponsor, David Rose-Massom, said: &lsquo;Johnathon has been selected as our winner not only because of his obvious photographic talents but also as he seemed an apt recipient in a year when he has achieved so much in the face of hardship.</p>

Frank had a distinguished career as National Operations Manger for ITT World Directories, and since retiring has served on several charitable and community-based organisations as well as being a magistrate for several years. He has been chairman of various panels within the Sedgemoor Bench, including the Appraisal Panel and the Magistrates in the Community Committee. He was elected Bench Chairman in 2009 until he retired.<br />Frank said: &lsquo;I am honoured to be appointed as Chairman of NBCS. This will be a day when the whole family can experience what it could be like to own a guide dog at some point in the future.<br /> <br />The day includes welcome introductions by both NBCS and Guide Dogs, a tour of the training center including demonstrations, a practical hands-on guide dog experience for all the family and a question and answer session.</p>
<p>Refreshments are provided for everyone and it will be a fun and informative experience for all the family. We will hold two sessions: in the morning from 10.30am to 1pm and afternoon 2pm to 4.30pm. We can take five families to each session.</p>

We are thrilled to have been awarded 150 tickets from Merlin&rsquo;s Magic Wand and are organising a group visit on Wednesday 21 August 2013.</p>
<p>These tickets come with strict conditions:</p>
<p>1. Families should live in the West Midlands, Derbyshire, Shropshire, Nottinghamshire, Lincolnshire, Staffordshire or Cheshire.</p>
<p>2. Tickets will only to given to children with a visual impairment aged 18 years and under who have never benefited from a trip through Merlin&rsquo;s Magic Wand.</p>
<p>3. Completed applications should be sent to NBCS with proof of your child&rsquo;s visual impairment, which we have to pass on to Merlin&rsquo;s Magic Wand. (They will only use this information for the purpose of accessing our application.)</p>

<p>Introduction<br />The final assessment criteria for the new Personal Independence Payment (PIP) were laid in Parliament on 13 December 2012. There will be a debate and vote on the criteria, expected in January, but Parliament cannot amend the criteria and it is highly likely this is the final version.</p>
<p>Significant improvements for blind and partially sighted people<br />Following the VI sector campaign led by RNIB which has seen thousands of blind and partially sighted people lobby their MP, the final criteria have some very significant improvements. However, as the guidance that assessors will use to interpret the regulations and details of how assessments will be carried out are not yet known, we ... ]]></description><pubDate>Thu, 20 Dec 2012 11:06:41 GMT</pubDate></item><item><title><![CDATA[ Government response to SEN reforms concern ]]></title><link><![CDATA[ http://www.nbcs.org.uk/News/reform-plans-for-sen-provision ]]></link><guid isPermaLink="true"><![CDATA[ http://www.nbcs.org.uk/News/reform-plans-for-sen-provision ]]></guid><description><![CDATA[ <p>Edward Timpson MP, Parliamentary Under Secretary of State for Children and Families, has written to Christine Lenehan, Director of the Council for Disabled Children (CDC), responding to concerns from the CDC (among others) about the Government&rsquo;s proposed reforms to provision for disabled children and young people and those with special educational needs (SEN), as set out in the SEN Green Paper.<br /><br />His letter makes explicit the Government&rsquo;s commitment to ensuring that protections parents have in the current system will be carried forward in to the new one.<br /><br />In his letter Mr Timpson lists points in the new Bill that will focus on firmly establishing parents&rsquo; rights to request a statutory assessment, as well as ensuring that others like a GP or health visitor can also make a request. Regulations and a new code of practice will be set out.</p>

<p>Twenty-seven family members attended and watched a demonstration of the work of Guide Dogs, followed by handled dog walks with mobility instructors. The families then learnt in groups how to groom, and walked out themselves with a guide dog with sighted members wearing blindfolds.</p>
<p>After lunch and a raffle, the remaining family groups followed the programme, and the day closed with a question and answer session and tour of the kennels.</p>
<p>As well as learning all about buddy dogs and what it could be like to own a guide dog in the future it was an opportunity for children and their parents to meet, make new friends and to share experiences.</p>

The day was led by a habilitation worker and involved lots of hands on experiences and a practical approach to learning mobility skills. <p>The event ran from 7pm to 9.30pm at Queen Alexandra College in Birmingham, and guests were welcomed with a sparkling glass of prosecco to the smooth sounds of the Cloud Nine band in the background.</p>
<p>Cloud Nine musicians Roy Sainsbury (guitar), Charlie Wright (sax) and John O&rsquo;Connor (base) all donated their services for the evening to NBCS.</p>
<p>Dress code was smart and while the antipasto was served and the drinks flowed guests listened to NBCS Chief Executive Carolyn Fullard talk about the services that we offer to children with a visual impairment and their families, and how important the support of local people is to us.</p>

Will they live at home, or move into student halls of residence or a shared house or flat. You and your child will be invited to attend the meeting.<br /><br />The education department of your Local Authority is responsible for ensuring that your child receives all the support and services listed in the plan. <p>The two organisations have signed a memorandum of understanding (MoU) so they can combine their experience, knowledge and skills to enable visually impaired children and young people to reach their full potential.</p>
<p>The two charities believe they share the same aims and values. Guide Dogs aims to support blind and partially sighted people to get out and about on their own terms, with the same freedom of movement as everyone else, and NBCS wants a world where children and young people with visual impairment have equal opportunities to those of sighted children.</p>

<p>Personal Independence Payment (PIP) will replace Disability Living Allowance (DLA) from April 2013 for disabled people of working age (16 &ndash; 64 years). There is no automatic entitlement to PIP and current claimants of DLA will be tested under the new benefit criteria.</p>
<p class="subtitle">What has changed?</p>
<p>DLA currently has two parts &ndash; the care component and the mobility component. The care component has three care levels &ndash; low, middle and high. The mobility component has two levels &ndash; lower and higher.</p>
<p>PIP is similar in that it has two components &ndash; daily living and mobility, but the daily living component will only have two levels instead of three. <br />The two levels will be the standard rate and the enhanced rate.</p>

Will they live at home, or move into student halls of residence or a shared house or flat. <p>If you feel your child&rsquo;s ability to work is limited due to their visual impairment or any other disability then they may be entitled to receive ESA if they are aged 16 or over.</p>
<p>There are two types of ESA<br /><br /><span class="red-bullet-points">&nbsp;</span>contributory ESA, which is given if enough national insurance contributions have been paid<br /><span class="red-bullet-points">&nbsp;</span>income-related ESA which is paid if income and capital are low enough</p>
<p>If Jobcentre Plus accept that your child has a limited capacity for work, they will then decide whether they should do &lsquo;work-related activity&rsquo; or not. This activity could include training courses or getting health treatment. If your child is not able to do this then they will be put in the &lsquo;support group&rsquo;.</p>

A renewal claim will need to be made for DLA using the DLA1A Adult form. This form can be picked up from your local Department for Work and Pensions (DWP) office. DLA is a passport benefit to other allowances and sources of financial help so it is important that you apply for it.</p>
<p>You may be used to claiming DLA on your child&rsquo;s behalf as an &lsquo;appointee&rsquo; but once your child turns 16 you are no longer automatically authorised to do this. Someone from Jobcentre Plus will contact you when your child is nearing 16 years of age to decide if you will continue to be your child&rsquo;s appointee or whether they are capable of handling their own money from now on. If this is not the case, you will continue to manage their DLA payments alongside any other benefits they may be entitled to.</p>

<p>Until your child is 18 you as a parent can use Direct Payments to pay for your child&rsquo;s care and support services instead of receiving them directly from the council. If your child is deemed incapable of handling their own financial affairs once they have turned 18 you can then become their appointee. If your child is capable of managing their own DP, they can take responsibility for this from the age of 16.</p>
<p>Choosing to receive DP gives you more choice, flexibility and control over the services your child receives but it also brings added responsibility; you and/or your child will be required to find the best person to provide the support they need. Those with a visual impairment may be eligible to receive for a bursary of up to &pound;1200 if they are already receiving both ESA and DLA. Schools, colleges and other training providers will identify who is most in need and the money will be distributed directly by them.</p>
<p>The money can be spent on books, meals, transport or other course-related costs needed to help your child stay in education. Schools and colleges may choose to pay the full bursary as a cash payment or may provide &lsquo;in kind&rsquo; support, for example, by purchasing equipment in bulk that students will need for a particular course.</p>

Always ask the child if they would like to be guided. &lsquo;Hello Sam, it&rsquo;s Lee, would you like some help? Would you like to take my arm/wrist?&rsquo;</p>
<p>Make physical contact with the child by gently nudging their arm with your own arm bent. This enables the child to locate your elbow/wrist easily.</p>
<p>It is important that the child maintains a light but controlled grip of the guide. Too firm a hold can be very uncomfortable for the guide and, with too loose a grip, contact could be lost. Correct grip is dependent on the individual&rsquo;s age and whether there is any additional physical disability.</p>
<p>The golden rule is: The guide always goes first.</p>
<p>When using the correct grip, the child should be approximately half a step behind the guide. This will ensure enough evaluation or stopping time and enables the child to recognise when the guide changes direction or gradient, or encounters an object.</p>

<p>The process of registration is completely voluntary. However, if your child qualifies for registration, you may find that it is the key that unlocks services for your child. This is not to say that you will not receive services without the key but it may make it easier with one. Only your ophthalmologist can complete the certificate. Your child&rsquo;s registration document (CVI) is held locally by the social services Sensory Team. A copy is sent to your child&rsquo;s GP, and is included in your child&rsquo;s hospital record. You will also be given a copy.</p>
<p>Your child can decide when they are older if they wish to be removed from the register or be added to it. <p>It may be that you are sensing that your baby is not making eye contact with you. This is what we often hear in the early days when parents first contact Starting Point with their concerns.</p>
<p>All babies born in hospital should be offered a Newborn and Infant Physical Examination (NIPE) check before they leave hospital, which in most cases should be at around 72 hours. The baby should then be checked again at six weeks.</p>
<p>Once you are home with your baby and you suspect that there is something unusual about your child&rsquo;s eyes or vision it is recommended that you consult your general practitioner (GP) or speak to your health visitor. It is important to attend the six-week check up.</p>

<p>When parents learn about their child&rsquo;s visual impairment they may wonder whether there are any benefits they can claim, to help financially with the care of their child.</p>
<p>When a child over the age of three months has a visual impairment which is not likely to improve, parents can apply for Disability Living Allowance (DLA), which is made up of two components, care and mobility. Once the DLA claim is successful, parents can then apply for Carer&rsquo;s Allowance (CA), but they must meet the criteria to be granted this benefit.</p>

<p><span class="subtitle">Defining Low Vision</span><br />The most familiar test of spatial vision is the resolution test of Snellen acuity. It is performed by optometrists/opticians and it involves recognising and reading the smallest possible letters at a maximum contrast. &lsquo;Normal&rsquo; performance is taken as a visual acuity level of 6/6 (100% vision with no loss). They help parents to be more positive, gain information and feel less isolated.</p>
<p>This leads to their children becoming more resilient, more self-confident and better informed, helping them to fulfil their potential.</p>
<p>Parents who run the groups set up activities aimed at bringing all local children with a visual impairment together to meet others in a similar situation and develop friendships, which can sometimes be hard due to difficulties with social communication. Often there are older children involved who can act as role models.</p>
